Well, I guess people will do anything you tell them when they are afraid. I mean, we know that ducttaping your windows against terrorist attacks is just as effective as protecting yourself from nuclear attack by hiding under your desk. We have a history in the US of fomenting paranoia to achieve our goals. Even during slavery, people were whipped into a frenzy by the papers and popular speakers about what slaves would do if they were not controlled...that they would take over and there would be reigns of terror. The same was claimed of Native Americans, that they were all running around scalping people and so the cowboys needed to shoot the Indians to protect us common folk.

I remember the old duck-and-cover campaigns of the 50's. the most infamous one showed a couple picnicking. a bright light flashed in the sky and they dived under their tablecloth.
gimme a break!
and, in the 60's, there was the one about what to pack in case of imminent nuclear attack. we were told to take our credit cards. uh-huh.
